In its first financial year (2008), Norecopa received funds from two Norwegian Ministries which cover the administrative costs for a secretary (50% position) plus NOK 200,000 in running costs.

Norecopa did not consider this sufficient to run a national consensus platform and centre of competence for the 3Rs, and has therefore considered it important to inform the politicians of this. As a result of this political activity, this amount has gradually increased over the years. In 2019 Norecopa received State funds for a 100% secretarial position and NOK 250,000 in running costs. In 2020 the contribution to running costs was increased to NOK 500,000.

In addition, Norecopa has participated in a number of public hearings, on among other things the annual State budgets, the Animal Welfare Act, the Regulation on the Use of Animals in Research, and the Government's Report on Animal Welfare which is due in 2024.

Norecopa is working politically to gain acceptance for the need for a physical 3R Centre in Norway, with more staff.
