Guidelines on the Care and Use of Animals for Scientific Purposes, which has been developed by the Singapore National Advisory Committee For Laboratory Animal Research (NACLAR), is a national guide which establishes the best practices in the use and care of animals for scientific purposes. The NACLAR Guidelines set out the responsibilities of all the parties involved in the care and use of animals for scientific purposes, in accordance with widely accepted scientific, ethical and legal principles. It stipulates that all proposed use of animals for scientific purposes must be evaluated by an Institutional Animal Care and Use Committee (IACUC) in compliance with the Guidelines. The 3Rs Principle of Replacement, Reduction and Refinement is central to the NACLAR Guidelines.
