| Description: | The New Guide and the European Framework: a Good Combination for a Successful Animal Care and Use Programme Speaker: Javier Guillen, AAALAC International, Spain Animal care and use programmes, at a minimum, have to comply with applicable legislation. Engineering standards, which may not reflect recent scientific knowledge or address the diversity of research environments, play an important role in regulations. Therefore, an approach based on professional judgement that combines legal compliance with the use of performance standards constitutes the best tool to implement a comprehensive and efficient programme. ETS 123 and Directive 2010/63/EU respectively lay down recommendations and rules on several programme areas. While some areas such as care and accommodation standards and ethical evaluation and oversight are well addressed, standards on veterinary care programmes, husbandry practices, facilities and occupational health and safety practices are very scarce. Furthermore, there are differences in the way Directive 2010/63/EU has been transposed across member states. Laboratory animal professionals have to follow other guidance documents to implement and harmonize effective practices. One example is the Guide for the Care and Use of Laboratory Animals (Guide) (NRC 2011) that includes performance-based recommendations for all programme areas. The Guide may be used as a perfect complement to the European framework, especially for those programme areas not well addressed in it. Several examples of how a performance-based approach can help the implementation of an effective animal care and use program will be discussed. |
