The Ukrainian 3Rs Center (U3RC) was founded in early 2020 by scientists working within in vitro and in silico toxicology.
The Center works to advance Replacement where possible, and Reduction & Refinement in areas where full replacement is not yet feasible (such as DNT, DART and Chronic Toxicity Tests).
U3RC's activities include:
- collaboration with Parliament and Government. This has resulted in a new Regulation on cosmetic products in Ukraine, where testing of cosmetics on animals is forbidden.
- collaboration with the Pesticides Registration Commission in Ukraine. Reports using alternative tests are accepted for consideration, obliging the industry to prioritise alternative tests.
- dissemination and education. A module on "The alternative methods. 3R principles" has been included in the Toxicology course at the National University of Food Technologies, and in a Toxicology course for specialists (from the government, industry, regulators, and scientists).
- collaboration with the media. This has resulted in a video about alternative methods on one of the national TV channels.
These activities are not yet sufficient for Ukraine to satisfy all the requirements of EU Directive 2010/63/EU.
The U3RC's main partners are the Ukrainian Toxicology Society and the L.I. Medved Research Center of Preventive Toxicology, Food and Chemical Safety, at the Ministry of Health in Kyiv.
Members of the U3RC include Nataliia Bubalo (The National University of Food Technologies, Department of Fats, Perfumery and Cosmetic Products Technology, Kyiv, Ukraine) and Yana Kolianchuk (L.I. Medved Research Center of Preventive Toxicology).
